My Paypal has Limited Account Access!
Apr 18th, 2007 by Neo
OMG, I can’t believe it. Today is the worst day since as long as I can remember… just like a nightmare! Paypal has slapped me with what they call “Limited Account Access“! Read this:
As part of our security measures, we regularly screen activity in the PayPal system. During a recent screening, we noticed an issue regarding your account.
We have observed activity in this account that is unusual or potentially high risk.
For your protection, we have limited access to your account until additional security measures can be completed. We apologize for any inconvenience this may cause.
You say I am frustrated or not… what unusual or potentially high risk activity? Was it the withdrawal I did to my VMI card… that’s my money in Paypal and I am withdrawing to my VMI card… what’s unusual with that?!
Frustrated I am indeed; I went through all the troubles setting up VMI card and verified my Paypal account (through the credit card verification), but now they limited my access. That basically means I will not be able to receive payments, send or request money
and even close my own account! OMG, how much money I am going to lose for not being able to receive payments?!
Anyway, Paypal is very nice also lar… they give me some tips on how to restore my account’s access. I will need to fax them valid photo IDs which include my passport, my driver’s license, and my identity card. Not only that, they require a copy of utility bill to proof I am actually staying at where I told them. If you think that’s all, you are wrong, they need some bank statements and proof of a bunch of the latest transactions on my Paypal account! How am I going to trace back all these transactions…. headache coming!
Paypal, I love you!

What is VMI card?
Aiyoo headache man!
Yeah, congratulations and welcome to the Limited Account club. I also kena the same thing like this from PayPal liao. But they have already lifted the Limited status.
Anyway, just do what they ask you to do and send them the following:
- Your IC
- Your Driving Licence
- Your Passport (if you have it)
- Utility bill which has your name and address matching PayPal records on it
- Send in the latest VMI account statement
- Print out the emails, bills and invoices of the transactions you did on the day or before the day PayPal decided to slap you with this.
Compile all this info, print out their fax cover sheet and then fax all this stuff. And PayPal will restore your access if everything is in order (in their view, that is).

Che-Cheh,
VMI card is a type of bank card that can allow us to withdraw cash money out of Paypal! I will talk more about this later.
Menj,
Thanks for the advise. Where do you get your latest VMI statement? My VMI is newly opened and has not done any transaction yet… is the statement mailed by VMI to you, or is it online statement? I thought Paypal say they don’t accept online statements?
“Print out the emails, bills and invoices of the transactions you did on the day or before the day PayPal decided to slap you with this.” - there is not emails, bills and invoices… I think the activity caused them to slap me was the withdrawal to the VMI card.
But they do ask for “I don’t know what” sufficient proof inventory of some 10 latest transactions (mostly reveiving). Not sure what to fax them on these.
Heh, my chettiar is da best! I can withdraw up to USD2K pun tarak kena. I think it has to be the fishy business of the VMI card lah.
[...] I had read about Menj’s experience of PayPal freezing his account temporarily and now, Hotscreensaver too has the same experience. So, I do wonder. Is this VMI card safe? If yes, why does PayPal not recognise it and cause such difficulties to their users? Care to share? I do have a tidy sum from PayPal each month but I like to withdraw them in batches without accumulating too much in my account. [...]
Yeah, I also kena when I tried to transfer USD500 into the VMI card and somehow PayPal views it as a suspicious activity. Anyway you can get your VMI account statement online. Go to the VMI website, login into your account and print out the online statement (its in PDF file). Fax that to PayPal. I don’t think PayPal have any problems with VMI (otherwise they would not have restored my account) but I believe our addresses triggered the Limited imposition.
As for transactions, if those transactions are from PayPerPost, just print out the PayPerPost payments confirmation emails and fax those too.

Lilian,
Wow… I withdrew much less than that. I think maybe is because you are used to transact in big amounts, so it’s not so unusual abruptly. For me, I usually transact USD10 - USD100, then yesterday suddenly a big amount, that’s why kena!
So, how do you withdraw your Paypal, if you ever did?
Menj,
Thanks for the info… I believe I still have the emails from Payperpost.
What’s the number to fax to… is it +1-402-537-5731? Do I need to prefix any number? nervous lar, never fax to US before.
Haha… my friend mentioned to me about this problem will arise after awhile.
No worries, once you send them all your details, your account will be back as normal.
Cheers
I hope you guys got everything settle soon. Its scary to know this happened.
Oh my…I just tried to withdraw the money to the VMI. Please update us how is going on…your post make me darn worry
Yup as MENJ said, welcome to the club, but dont worry too much as long as you did nothing illegal you will be safe and you will actually be able to receive money while it’s in Limited Acess mode.
Just sent them what they’ve asked of you.
I just re-read comment number 6 by MENJ:
“As for transactions, if those transactions are from PayPerPost, just print out the PayPerPost payments confirmation emails and fax those too.”
That is a good thing to do..however it’s gonna be expensive with all that documents especially if you dont have yr own fax machine.
Another method is to include PPP’s URL in yr email to the support team and tell them that every payment from PPP’s paypal adress was because you did a post review with PPP, as for me Paypal asked me about TLA (Text Link Ads), i just pointed to TLA’s site and told them that every payment that came from that paypal address was because i was paid for having text links on my site.
I will try to fax to them tonight. From home using a borrowed fax machine. I wonder how much is it to fax to the US… to Paypal to be exact?
I checked at a cybercafe, they charge RM4 to fax a piece of document to any international number, including those in the US.
Not cheap indeed… multiply that with 20 pieces of documents I need to fax to Paypal. You do the math.
yup..expensive indeed
lilian there is no need to jump the gun. if vmi is fishy my account could have been long gone. this is simply just a paypal security measure. anyway, vmi is the only one i know that gives 3.45 exchange rate now. who can give better, I’ll go with who.
i hav the same problem too, and i m going to fax them my documents using an IDD calling card which is cheaper.
Chooi Peng,
How come I never thought of IDD calling cards? Now, I hope I will not faint upon receiving my next telekom bill.
[...] Note : I transfered $300 to bank account at the 1st time have no problem, 2nd time also no problem (Maybe due to small amount), but someone (not sure can expose her name or not ) transfered 700 in the 1st time then received Paypal limited access email immediately. Hot-Screensaver’s blog about his Paypal has Limited Account Access before too. I almost kena tipu, because I also received an Limited Access email But is fraudulent one. [...]
[...] Great news, exactly one week after my Paypal account’s access was limited, today I finally received an email from them announcing one of the best news on earth - “Our review is complete and we have restored your account.” [...]
I just got email from PPP saying that I didnt accept or deny the USD5 so it return to them but I cant find it in History of PayPal at all.. please see my Sean blog. http://www.sss1979.blogspot.com for detail. I need your advice.
Nicole, I am clueless. Maybe you can email PPP and ask them to resend the payment. All the best with Paypal.
I have just had mine limited also, i just sold something on ebay, then they though it was suspicious, so they limited my account access, they want the receipt when i sent the buyer the item and the invoice where i previously brought the item, the only problem is it was in my old paypal account and have no access anymore:(
Can anyone help?
Thanks
I am very frustrated. Paypal suddenly limited my account access. I have only bought a few items from Ebay a few times, I do not have any bussiness. I scanned them id proof, address proof, and verriefied my bank account and still they have not lift the limitation. They only sent me silly email, that my transactions are suspicious and that they will close my account. What can I do? So angry, as I did nothing wrong. Any help?
Paypal limited my account for no reason. I sent in the invoices and all proof but they have not lifted my account yet, but the only thing I don’t have is the receipt of where I got the product from. Does anyone know what to do? Please help.
I know what you mean. I recently adopted a dog and I sent the money to the women using paypal with my credit card and then all of a sudden i get an email stating the my account had limited access.. WHAT A BUST! right?
Damn it. happened to me to yesterday. I made $2000 in a couple weeks, and now they are suspicious. Problem is that I’m a drop shipper, so all my invoices and such is online. nothing to print out. I don’t have access to a fax, cant I just scan the documents and send it. Help me, please!
Hey suhail, the same thing just happened to me and I’m as frustrated as ever….I’m really scared because I don’t know if they’re going to take my money or what not, but Im a dropshipper too and I just did a “print screen” to all of my invoices and stuff and uploaded them as pictures. Hope that helps… does anyone know if Paypal investigates what you are selling?
