   Hey man, I got the same problem, but after I’ve send the fax, they couldn’t lift my limited access because they said the photo in my drivers license was too dark. I’ve sended the fax twice, with same results.
   Have you done something special to send documents with photo?

    Bruno,
    I photostated my driving license, and I specifically asked the photostate assistant to adjust the brightness to the best level. He tried a couple of times before we decide it’s the best setting although it’s still a little dark.

    Good luck with your Paypal. Do update and share with us how you resolve this matter.
